Mail Box Ordinance

The Public Works Department provides the citizens of Wauconda with water and sewer services, street maintenance and sweeping, brush pick up, snow plowing, and other services.

 

Seasonal/Periodic Water Shut-Offs
The Water Department is available to temporarily shut-off your water service in order to protect your property in your absence. We will shut-off the incoming water at the property line and also remove your inside water meter if you so choose. In addition, your minimum water bill will be suspended until you request that water service be restored. Please call Donna at the Water Department at 847 526-9610 to make arrangements. There is a $50 one-time fee for this service.

New Water Conservation Measure Enacted - Ordinance (pdf)
The Village of Wauconda recognizes the importance of maintaining a safe and adequate supply of fresh drinking water and the fact that our region’s supply of fresh water is not limitless. Also, many communities in Lake and McHenry County share the use of the underground aquifers which we use to supply our fresh water needs. As a good neighbor with those communities, the Village wanted to take all appropriate actions to ensure a continuing supply is always readily available and therefore enacted a permanent water conservation element to its current Village ordinance.

Beginning this summer (June 2007) there will be a permanent outdoor water use conservation period from June 1st through September 15th. The new conservation measure will permit watering at any time of the day on an alternating daily basis. Street addresses ending with even numbers allowed to use outside water at any time on even numbered calendar days and street addresses ending in odd numbers will be allowed to use outdoor water at any time on odd numbered calendar days.

Should an emergency water condition arise, the alternative emergency conservation measure, which was used in past years, will go into affect based on an even-odd street address system that would limit outdoor water use to the hours of 6:00 a.m. to 9:00 a.m. and from 6:00 p.m. to 9:00 p.m. daily. The signs going into your community will change to reflect the emergency conservation measure should it need to be implemented. You will also be notified through our Village wide telephone notification system.

In addition, there is a provision in the new conservation ordinance for watering new landscape plantings, which requires you to contact the Public Works Department for a permit. Please call the Water Department at 847-526-9610 if you have any questions. Thanks in advance for your cooperation.

Brush Chipping
The Public Works Department offers a brush and tree limb chipping service during the spring and summer months. Please have brush and tree limbs at the curbside (not tied or bagged). Only tree material (brush, limbs, and branches no more than 4” in diameter) will be collected. Leaves, grass clippings, and limbs larger than 4” in diameter will not be accepted. To have these materials collected, please contact Waste Management at
1-800-796-9696 to sign up for the optional landscape waste collection service.

Please note: If a homeowner has a tree taken down by a tree service or has cleared a property of trees to build a new home, that homeowner is required to contract for the removal of the tree material. The Village will not pick up this brush.

Leaf Collection (Flyer/Schedule)
Leaves are collected at no cost to residents during October and November. Leaves are to be raked in a pile or row in the parkway as near to the street as possible. They are not to be bagged. Vacuum trucks travel the Village on a schedule which is available in the fall issue of the Village newsletter.

Wastewater Collection System
As a homeowner, you are responsible for the sanitary sewer from your house to the Village main. If your home plumbing is running slow or backing up, please call the Public Works Department first. We will check our Village main to make sure that there is not a plug in the main line. We will then contact you and let you know of our findings.

You can contact us at 847-526-9610, Monday through Friday, from 7:00 AM to 3:30 PM. After hours, please call the non-emergency Police number, 847-526-2421.

A wastewater collection system is designed to convey organic, biodegradable waste from a residence or business to a treatment facility. In order to prevent any blockages in your piping or the Village’s collection system, all non-biodegradable waste must be disposed of by using your trash bin. Items that should not be flushed away would include baby wipes, plastic item, razors and diapers.

All cooking grease should be disposed of by using your trash receptacle. Please use a tin can to dispose of your cooking grease. A grease keeper and bags are available from the Village Environmental Quality Department. This department is located at 109 W. Bangs Street.

As a community, we can work together to keep our wastewater collection system flowing properly.

Water Billing Schedule
The Village’s water and sewer billings are based on quarterly usage with bills being mailed out on the 15th of each month. Payment is due at the Village Hall within twenty days after the billing date. Failure to receive bill on time does not entitle customer to pay net amount. A ten percent penalty charge will be added to all bills not paid on time.

Payment can be made by E-Pay, mail or in person at the Village Hall.

Water and Sewer Rates

To access E-Pay go to the Village of Wauconda Home page and click on the E-Pay link. E-Pay is an Electronic Payment Services Program offered by The Illinois Fund.

If paying in person, in case of inclement weather or if the office is closed, there is a drive-by drop box in the Village Hall parking lot by the back door for your convenience. There is also a slot by the front door where payments can be left. Payments dropped off are credited the morning of the next business day.

Senior Citizen Discount
If you are over 65 years of age, you are eligible for a 10% discount on the minimum rate for the first 6,000 gallons of water used every billing period.

Water Disconnection Notices
An Ordinance was passed amending Section 10-5-5 of the Wauconda Municipal code to provide a fee for the delivery of water service disconnection warning stickers and to provide for an administrative hearing before water service is shut off.

The water billing procedure has been changed so that when a “DISCONNECTION NOTICE TAG” is issued, the customer will be charged an Administrative Fee of $35.00 for delivery of the tag. This notice will be issued twenty-seven (27) days after the initial water/sewer bill is mailed. If the bill still goes unpaid, water service shall be terminated three (3) days after the date of delivery of tag as noted on the Disconnection Notice Tag. The outstanding delinquent bill plus all penalties and interest must be paid in full prior to the water service being reinstated.

The delinquent customer is afforded a hearing so they can be heard as to the reason their bill is unpaid. The customer must contact the Utility Billing Dept. by phone at 847-526-9604 if they want a hearing. A hearing will be set up following their request. The hearing officers are the Village Administrator and the Village Treasurer. Within five (5) business days after the hearing, the customer will be notified of the findings of the hearing.

Lawn Sprinkler System Regulations
A permit is required to install, repair, replace, or relocate any lawn sprinkler system. Only a contractor possessing an irrigation registration card issued by the Illinois Department of Public Health shall be permitted to work on a lawn irrigation system.

The fee for this aforementioned permit shall be $ 50.00. A plat of survey that denotes the location of the irrigation system must be submitted along with the permit application. No portion of the sprinkler system shall be installed in a public right-of way. If installed in a utility easement, the owner shall bear the cost for any repair work that would be necessary due to the utility having to make repairs to their system.

A licensed plumber is required to install the backflow device on the service line for the irrigation system. An RPZ backflow preventer is required on the irrigation system. A separate water meter may be installed at the owner’s request. The backflow device must be certified annually before May 31st.

The person doing the work must call no later than three (3) days after completion for an inspection of the lawn sprinkler system. The plumbing inspector shall inspect the system.
